Tibetan resettlement project

Tibetan resettlement project
Following weeks of discussions between representatives of the Canada Tibet Committee and officials from Citizenship and Immigration Canada, we're happy to report that on March 17th, 2011 the Minister, the Hon. Jason Kenney, signed the necessary public policy to implement his December 2010 announcement to welcome 1,000 Tibetans to Canada over the next five years.


Public Policy


The Minister hereby establishes the following temporary public policy under section 25.2 of the Immigration and Refugee Protection Act (IRPA).

As of March 17, 2011, applications for permanent residence made under the IRPA by persons who are displaced Tibetans living in the state of Arunachal Pradesh in India who have been matched with an approved sponsor in Canada shall be assessed along with their family members by delegated officers to determine whether permanent residence status in Canada could be granted to them on the basis of the criteria that are set out below.

Up to 1,000 displaced Tibetans, including principal applicants and their eligible family members, may be accepted under this public policy. Principal applicants and their eligible family members, whether they accompany the principal applicant or not, will be counted towards this total.

The CTC has incorporated Project Tibet Society to oversee the implementation of this incredible initiative. Many of you have already volunteered to help and we thank you. We're now in the process of establishing local committees to oversee the project in communities across Canada and you can expect to be contacted shortly.

Groups of Five


The most critical aspect of ensuring the success of the resettlement program will be what are called Groups of Five.


A Group of Five is any group of five – or more – Canadian citizens or permanent residents who are 18 years of age or older and who live in the community where the refugee is expected to settle. Group members act as guarantors that the necessary support will be provided for the full 12 month duration of the sponsorship.


The group is expected to show that they have the necessary financial resources, expertise and commitment required to fulfil the terms of the sponsorship undertaking.


In addition to training, the CTC's Project Tibet Society will help guide Groups of Five through all the necessary steps required and be their to counsel groups during the 12 month period. Election 2011


The Canada Tibet Committee has prepared questions for each of Canada's five major political parties regarding their policies on Tibet. Shortly after April 20th, the CTC will post their responses at http://www.facebook.com/l/5074aRbLMzUwxcOqJJIL8PTx3Xg/www.tibet.ca/elections2011


We've asked each party to answer the questions below. We invite you to pose the same or similar questions to candidates in your riding at all-candidates meetings. We'd like to hear their responses as well.


Questions


Will your party support a House of Commons motion advocating for freedom of expression in Tibet and China addressing particular concern for the increased arrests of Tibetan and Chinese writers, musicians, bloggers, and intellectuals?

If elected government what would your party's foreign policy be in relation to China-Canada relations and how would human rights form an integral part of that policy?

Over 1.4 million Tibetan nomads and farmers have been involuntarily relocated into fixed settlement homes since 2006. If your party forms government will you call on the government of China to halt to the coercive policy of removing Tibetan nomads from the high-altitude grasslands of the Tibetan Plateau?

Should your party form government will you support environmentally sustainable and culturally appropriate development assistance to Tibet while promoting better water, energy and land-use policies and agreements throughout the Hindu-Kush Himalaya region including China; as well as civil society initiatives for the benefit of Tibetans inside Tibet including nomadic peoples who have been forcibly removed from high-altitude grasslands by Chinese authorities?

Under what conditions, if any, would your party support or facilitate investment by Canadian companies in Tibet?

If elected government, how would your party support the current dialogue between representatives of the Tibet Government-in-Exile and the government of China?

If elected government would your party agree to meet regularly with officials from the Tibet Government-in-Exile as the sole legitimate representative of the Tibetan people?

Action alert - Panchen Lama's birthday


Each year, the Canada Tibet Committee asks our supporters across Canada to approach their place of worship to include the Panchen Lama in their weekly prayers on the Sunday before his birthday – this year on Sunday, April 24th.


On Monday, April 25th, the 11th Panchen Lama, Gedhun Choekyi Nyima, will celebrate his 22nd birthday somewhere in China.


Chinese authorities abducted Gedhun and his family days after his 1995 nomination as the reincarnation of the Panchen Lama, the second most important figure in Tibetan religion, culture and politics after the Dalai Lama.


He was six at the time of his arrest. His whereabouts and those of his family are unknown. No international body has been given permission to visit the family, despite repeated requests from foreign governments and senior UN officials, including the High Commissioner for Human Rights.


Panchen means "Great Scholar" and Lama is a word Tibetans use for religious teacher. Historically, the Panchen Lama has played a pivotal role in identifying the reincarnation of the Dalai Lama, and vice versa.


Last year, thousands of Canadians prayed for the Panchen Lama at places of worship and vigils held across Canada. Please do so again in 2011.


The Panchen Lama’s childhood was stolen, but President Hu it's not too late to give him his freedom.


48¢ a week helps protect human rights in Tibet


That’s the weekly cost of an annual membership in the CTC. But it’s also an investment towards the day when the rights that we as Canadians take for granted are enjoyed by all Tibetans.


One of the least enjoyable, but most necessary tasks of any organization is asking for money. We understand donor fatigue and try not to ask too often. We also want to make it easy to support our work through special events, member benefits, and with automatic monthly donations either by credit card or cheque – $5 a month is less than 17 cents a day.
